Amends Minnesota Statutes section 161.38, subdivision 3, to distinguish between frontage roads and ramps for controlled access highways.

Establishes that when a frontage road segment serves as a ramp for a controlled access highway, the terminal of the frontage road is located 50 feet from the divergence between the ramp and the highway.

Grants municipalities exclusive authority to issue permits for driveways accessing frontage roads, overriding state authority under section 160.18.

Requires municipal road authorities to provide reasonable driveway access to frontage roads, defined as a first or second access point at least 100 feet or minimum stopping sight distance from the nearest intersection.

Permits driveway access to ramp segments not part of the frontage road when located on the opposite side of the road from the ramp with appropriate traffic prevention measures in place.
