School districts are strongly encouraged to assist all students by grade 9 to develop a transition plan for postsecondary education or employment, including exploration of college and career interests.

Student transition plans must provide a comprehensive academic plan meeting state and local standards, emphasize academic rigor, identify personal learning styles, and integrate career-focused courses with strong academic content.

Plans must be reviewed and revised at least annually by the student, parent or guardian, and school to ensure the student remains on track for graduation and postsecondary success without requiring remedial coursework.

School districts are prohibited from requiring any curriculum, instruction, or employment-related activity that obligates students to involuntarily select a career, career interest, or job training.

School districts are strongly encouraged to maintain an adequate student-to-counselor ratio beginning in the 2015-2016 school year and to seek nonstate funding sources for implementing transition planning.
