Establishes a Mississippi River bikeway trail originating at Itasca State Park and generally paralleling the Mississippi River through 14 Minnesota cities to the Iowa border, with the commissioner of transportation authorized to develop and maintain the trail in cooperation with federal agencies, state agencies, and local governments.

Makes bicycle paths within the bikeway eligible for funding from the environment and natural resources trust fund, parks and trails grant program, and local recreation grants program.

Modifies the description of Veterans Memorial Highway to designate Trunk Highway 200 from the North Dakota border to Mahnomen (removing reference to "Legislative Route No. 31").

Requires vehicular traffic making left turns or U-turns at green signals and flashing yellow signals to yield the right-of-way to vehicles approaching from the opposite direction that constitute an immediate hazard.

Authorizes the commissioner of transportation to pursue federal financing and local government participation for rail service improvement by allowing contracts involving railroads, rail users, political subdivisions, and the federal government; repeals references to the federal rail service continuation program.
