Modifies off-highway vehicle seasonal restrictions on state forest lands to prohibit operation outside prescribed seasons and during firearms deer hunting season, with exemptions for valid deer hunting license holders outside legal shooting hours and from 11:00 a.m. to 2:00 p.m.

Establishes dual registration for off-highway motorcycles under chapter 168 for public road use, requiring safety equipment (mirrors, headlight, taillight, horn) and police officer inspection certification for non-road-designed vehicles.

Redefines all-terrain vehicle classifications: Class 1 vehicles must weigh less than 1,000 pounds and have width of 50 inches or less or straddled seat; Class 2 vehicles must weigh 1,800 pounds or less with 68-inch maximum width.

Permits 12-17 year olds to operate Class 1 all-terrain vehicles carrying only one passenger who must be their parent or legal guardian.

Extends permit validity for motorized golf carts and all-terrain vehicles from one year to three years and allows operation after sunset if equipped with original equipment headlights, taillights, and brake lights.
