Establishes a 15-member Maternal and Child Health Advisory Task Force with equal representation from maternal and child health professionals, community health board representatives, and consumer advocates.

Task force members cannot be employees of the Minnesota Department of Health and are governed by section 15.059, with an expiration date of June 30, 2015.

Task force duties include reviewing health care needs of mothers and children, assessing existing maternal and child health programs, and establishing program guidelines for low-income and high-risk populations.

Task force shall make recommendations to the commissioner of health on funding priorities for prenatal care, child health services, adolescent health, family planning, dental care, and services for chronically ill and disabled children.

Task force must establish statewide health outcome goals in consultation with the commissioner and the state Community Health Advisory Committee to improve maternal and child health status.
