Defines "electric-assisted bicycle" as a bicycle with two or three wheels, fully operable pedals, electric motor of no more than 1,000 watts, and motor incapable of propelling the vehicle faster than 20 miles per hour.

Permits operation of electric-assisted bicycles on all state trails designated for bicycle use or nonmotorized use, prohibiting local governments and commissioners from banning them on such trails.

Allows electric-assisted bicycles to operate on bikeways, bicycle lanes, bicycle routes, bicycle paths, and roadway shoulders, preventing political subdivisions from prohibiting such use.

Exempts electric-assisted bicycles from motorized vehicle prohibitions on nonmotorized use trails, treating them similar to motorized wheelchairs for disabled individuals.

Removes restrictions that previously prohibited motorized bicycles from bicycle paths and lanes, now allowing electric-assisted bicycles on these facilities.
