Authorizes the Minnesota Department of Transportation to use construction manager/general contractor (CM/GC) contracts as an alternative procurement method for transportation projects, established through a two-phase selection process.

Allows the department to share cost estimates with CM/GC contractors during contract negotiations, with cost estimate data classified as nonpublic until project award.

Establishes public records classifications for CM/GC procurement data: statements of qualifications and proposals remain nonpublic during evaluation, but evaluation scores and methodologies become public upon short-listing or proposal ranking completion.

Requires the selected CM/GC to self-perform at least 30 percent of the negotiated contract cost, with specialty items allowed to be subcontracted.

Mandates the commissioner report to legislative committees within three months of completing five CM/GC projects, including cost analysis, performance evaluation, and recommendations for program continuation or modification; the law expires one year after the report is submitted.
