Prohibits knowingly performing eleven enumerated activities on rail bank property, including obstructing trails, depositing snow or ice, removing vegetation or materials without authorization, and placing permanent structures.

Adds two new prohibited activities: plowing, discing, or performing other detrimental operations; and placing or maintaining permanent structures on rail bank property.

Requires authorization from the commissioner of transportation to erect fences, place advertising, signs, or memorials on rail bank property.

Establishes that first violations are petty misdemeanors, while second or subsequent violations constitute misdemeanors.

Allows violators to be charged for costs of removing, repairing, or correcting damage caused by violations.
