Replaces the Metropolitan Council with a newly created Metropolitan Transportation Board as the designated metropolitan planning organization for federal transportation law compliance.

Board membership consists of the state transportation commissioner, Pollution Control Agency commissioner, one Metropolitan Airports Commission member, and representatives from nonmotorized transportation, freight industry, public transit, cities, and county boards.

Removes the requirement for eight citizen members appointed by the council and one council member to serve on the transportation planning body.

Board shall coordinate transportation planning with state, regional, and local agencies, counties, and municipalities.

Amends Minnesota Statutes 2010, section 473.146, subdivision 4.
