Modifies state education funding formulas and levy provisions for school districts, including changes to permanent school fund income calculation and special education cost calculations for charter schools.

Establishes new requirements for charter school authorizers, including application approval processes, governance standards, and financial oversight provisions effective the day following enactment.

Updates disability category definitions under special education law and clarifies responsibility for educational services and transportation for children with disabilities and students in temporary care and treatment placements.

Expands eligible uses of health and safety revenue to include additional facility improvements such as playground safety, bleacher repairs, radon testing, lead and copper water testing, and emergency equipment, while establishing a new appeals process for denied projects.

Revises teacher qualification standards to allow local administrator determination of "highly qualified" teacher status in accordance with a Minnesota plan, eliminates the federal HOUSSE process, and modifies transportation cost allocation methods for school districts.
