Expands medical assistance coverage to include consultations provided by psychologists (in addition to psychiatrists) to primary care practitioners via telephone, e-mail, facsimile, or other communication means

Removes the January 1, 2006 effective date restriction from the psychiatric consultation coverage provision

Increases reimbursement rates by 23.7 percent for psychological services rendered on or after July 1, 2010, using January 1, 2009 rates as the baseline

Applies the rate increase to services provided by psychologists including psychotherapy, medication management, evaluation and management, diagnostic assessment, psychological testing, and neuropsychological services

Amends Minnesota Statutes sections 256B.0625 and 256B.763 to implement these coverage and reimbursement changes
