Defines a vacation rental as a house, apartment, condominium, manufactured home, or similar property rented on a short-term basis with basic living accommodations (sleeping space, toilet, cooking facilities), excluding hotels, motels, and inns.

Prohibits counties and municipalities from enacting zoning ordinances that prohibit or treat vacation rentals as interim uses in residentially zoned districts, or that limit vacation rentals based solely on occupancy, classification, or use.

Allows counties and municipalities to license vacation rentals as rental housing or require property owner registration.

Permits counties and municipalities to adopt ordinances restricting vacation rentals regarding occupancy limits, parking, signage, waste removal, noise, sewage treatment, and other health and safety provisions.
