Establishes response to intervention (RTI) as the sole method for identifying specific learning disabilities using insufficient student achievement and insufficient student progress as criteria.

Requires the Commissioner of Education to adopt rules by July 1, 2014 mandating scientific research-based instruction, collaborative school staff approaches, systematic data collection, progress monitoring, and interventions implemented at least 80 percent of recommended time.

Removes the severe discrepancy model for identifying specific learning disabilities and eliminates IQ testing for identifying emotional and behavioral disorders, replacing it with a positive behavior and intervention supports model.

Directs the St. Croix River Education District to reestablish the Minnesota Response to Intervention Center through a Department of Education contract running from August 1, 2011 to June 30, 2013, funded with federal revenue from the Elementary and Secondary Education Act and Individuals with Disabilities Education Act.

Requires the Minnesota Response to Intervention Center to provide training and consultation to school districts, develop intervention manuals, assist with rule drafting, and evaluate the learning and financial impact of RTI implementation in Minnesota.
