Adds a fourth core outcome to adult basic education program tracking systems: reduction in participation in the diversionary work program, Minnesota family investment program, and food support education and training program.

Expands data-sharing authority to include the Office of Higher Education and Department of Human Services when using Social Security numbers for longitudinal employment tracking.

Clarifies that tracking systems must be designed for "required reporting, longitudinal studies, and program improvement" purposes.

Changes "learners who have completed participation" to "learners participating" in adult basic education programs to broaden the scope of tracked students.

Effective date is the day following final enactment through the 2020-2021 school year.
