Establishes "Start Seeing Motorcycles" special license plates available to owners of passenger automobiles, noncommercial one-ton pickup trucks, motorcycles, or recreational motor vehicles.

Requires applicants to pay a $10 fee per set of plates, standard registration tax, and contribute a minimum of $10 annually to the motorcycle safety fund.

Plate design will include the inscription "Start Seeing Motorcycles" between bolt holes and a design area on the left side, designed by American Bikers for Awareness, Training, and Education of Minnesota representatives and subject to commissioner approval.

Allows plate transfer to another qualified vehicle registered to the same individual for a $5 transfer fee.

Fees collected ($10 per plate set and $5 transfer fees) are credited to the vehicle services operating account in the special revenue fund, with contributions to the motorcycle safety fund being non-refundable.
