Amends section 279.09 to change county publication of delinquent real property notices from "the" designated newspaper to "a qualified" newspaper, eliminating the requirement for a specific newspaper designation.

Modifies section 299A.77 to remove reference to section 340A.403, subdivision 4 from the alcohol enforcement account's authorized uses, eliminating that statutory provision from the enforcement account's scope.

Amends section 331A.11 to replace references to "Sections 331A.01 to 331A.11" with "This chapter" in both the application and notices excluded subdivisions.

Removes section 375.055, subdivision 1 requirement that county commissioner salary and per diem resolutions be published in both the official newspaper and one other newspaper in a different municipality.

Repeals 14 Minnesota statutes sections including provisions on county publication bidding processes, liquor license commissioner notifications, county clerk petitions, and the seed and feed loan program.
