Modifies the formula for distributing municipal state aid to cities in Minnesota by amending section 162.13, subdivision 1.

Maintains the existing 50/50 split apportionment: 50 percent based on each city's money needs relative to total needs of all eligible cities, and 50 percent based on population share.

Applies to cities with a population of 5,000 or more according to the apportionment formula.

Allows cities that were previously classified as having 5,000 or more population to retain a deemed population of 5,000 for state aid purposes even if the 2010 federal census shows their current population below 5,000.

Effective July 1, 2011.
