Adds tribal governments to the list of organizations that must be represented on the statewide geospatial advisory council.

Changes the state government geospatial advisory council from appointed members to designated representatives from up to 15 state agencies and constitutional offices, with agencies and offices appointing their own representatives.

Requires statewide geospatial advisory council members to be selected through the state's open appointment process and requires the Legislative Coordinating Commission to appoint one member to the state government council.

Extends the expiration date of the geospatial advisory council provisions from June 30, 2011 to June 30, 2015.

Repeals Minnesota Statutes 2010, section 16B.99, subdivision 9.
