Amends Minnesota Statutes to authorize the State Patrol to provide security and protection to the governor, legislature, Supreme Court justices, legislators, and constitutional officers in response to credible threats, after consultation with the governor or designee.

Creates an Advisory Committee on Capitol Area Security consisting of six members: the lieutenant governor (chair), two senators (one from each party), two house members (one appointed by speaker, one by minority leader), and the chief justice of the Minnesota Supreme Court or designee.

Requires the committee to meet at least quarterly to assess safety and security risks in the Capitol Area and provide recommendations to the governor and legislature regarding security priorities, strategies, and funding needs.

Mandates the committee to submit an annual report by January 15 to the governor, legislative committee chairs, and chief justice describing the status of Capitol Area security, improvements implemented, and recommendations for capital/operating expenditures, statutory changes, and policy modifications.

Sets the committee's expiration date as June 30, 2022, and requires initial appointments to be completed by July 30, 2012, with the first meeting convened within 30 days thereafter.
