Amends Minnesota Statutes section 125A.03 to require school districts to provide special instruction and services to children with disabilities from birth until July 1 after age 21, but not beyond secondary school or its equivalent.

Requires districts to provide services to students with disabilities who are suspended or expelled for more than ten school days, consistent with federal regulations under 34 CFR section 300.121(d).

Directs the Commissioner of Education to amend or repeal special education rules using expedited rulemaking to ensure they do not impose requirements beyond federal special education law.

Repeals 48 Minnesota Statutes sections and 16 Minnesota Rules parts related to special education that are no longer needed, effective for the 2011-2012 school year.

Requires local health, education, and social service agencies to refer children under age five suspected of needing special instruction and services to school districts.
