Prohibits road authorities and private operators from converting highways to toll facilities or requiring commercial motor vehicles to use tolled portions, with exceptions for facilities established before September 1, 2007, and certain new lanes added after that date.

Allows the commissioner of transportation to charge user fees on dynamic shoulder lanes, high-occupancy vehicle lanes, and high-occupancy toll lanes to single-occupant vehicles, with fees varying by time of day and traffic congestion.

Directs revenue from toll fees to a high-occupancy vehicle lane user fee account, with funds first covering administration and operation costs of the fee collection system, then split equally between transportation capital improvements (including tolling equipment replacement) and Metropolitan Council transit expansion.

Permits the commissioner to convert general purpose or auxiliary lanes to high-occupancy toll lanes only after adding capacity in the same highway segment, provided the segment is designated as a MnPASS corridor in the department's metro district highway investment plan.

Repeals the existing subdivision 2a of Minnesota Statutes section 160.93.
