Increases the annual revenue threshold for small businesses eligible for fee awards in actions against state agencies from $7,000,000 to $30,000,000.

Adds a new provision allowing parties to recover attorney fees and expenses when a state agency's demand in enforcement actions is substantially excessive compared to the final decision and unreasonable under the circumstances.

Requires parties seeking fee awards to submit applications within 30 days of final judgment, including itemized statements from attorneys or expert witnesses showing time expended and rates charged.

Exempts healthcare providers receiving licensure or reimbursement from the Department of Health or Department of Human Services when disputes involve licensing or reimbursement rates, procedures, or methodology.

Effective August 1, 2012, and applies to administrative proceedings or civil actions commenced on or after that date.
