Commissioner of Public Safety shall appoint a deputy registrar of motor vehicles to operate a full-service office at Farmington city hall with authority to function as a registration and motor vehicle tax collection bureau.

Commissioner of Public Safety shall appoint a driver's license agent to operate a full-service licensing office at Farmington city hall with full licensing authority.

Exempts both appointments from statutory provisions and rules governing office location limitations, distance requirements, transaction volume thresholds, residency requirements, and county board appointment procedures.

Commissioner must make appointments within two weeks of receiving an application pursuant to commissioner procedures under Minnesota Rules.
