Permits homeschool students to satisfy driver education requirements through approved behind-the-wheel instruction combined with home-classroom driver training using commissioner-approved materials.

Establishes that applicants may obtain permits after completing either the full classroom phase of instruction or enrolling in a concurrent driver education program that completes 15 hours of classroom instruction.

Clarifies parental approval requirements to include foster parents, transitional living program directors, adult spouses, adult close family members, or adult employers when parents or guardians are unavailable or the minor is legally emancipated.

Maintains existing requirements for eye exams, knowledge tests on traffic laws, application completion, and fee payment under section 171.06, subdivision 2.
