Authorizes the commissioner to issue special "SUPPORT HIGHWAY 14" license plates to owners of passenger automobiles, one-ton pickup trucks, motorcycles, and recreational motor vehicles who pay required registration fees and an additional annual contribution of at least $30.

Requires the plate design to be created in consultation with the U.S. Highway 14 Partnership and must display "SUPPORT HIGHWAY 14" at the bottom.

Creates a Trunk Highway 14 account in the special revenue fund to collect contributions from plate sales; start-up costs are appropriated to the commissioner of public safety, with remaining funds appropriated to the commissioner of transportation.

Restricts transportation funds to construction or reconstruction of Trunk Highway 14 segments as a freeway with at least two lanes of traffic in each direction, without affecting existing trunk highway funding formulas or allocations.

Allows plate transfers to another eligible vehicle registered to the same individual for a $5 transfer fee, effective January 1, 2012.
