Increases the rebuttable presumption of parenting time for a parent from 25 percent to 40 percent of parenting time for the child in family law proceedings.

Applies to orders adopted or modified on or after January 1, 2013.

Prohibits modification of existing parenting time orders based on the increased presumption until July 1, 2014, unless the child's environment endangers the child's physical or emotional health.

Allows calculation of parenting time percentage by counting overnight stays or by other methods that account for significant daytime custody periods without overnight stays.
