Establishes licensure requirements for medical laboratory science professionals in Minnesota under new chapter 148F, effective July 1, 2012.

Creates an 11-member Medical Laboratory Science Professional Licensing Advisory Council including 6 licensed laboratory professionals, 3 pathologists, 1 non-pathologist physician, and 1 public member to advise the commissioner on licensure standards and disciplinary matters.

Defines 10 licensable professional categories including medical laboratory scientist, categorical scientist, technician, specialist in molecular biology/cytogenetics/histocompatibility, medical laboratory subspecialist, cytotechnologist, histotechnician, and histotechnologist with specific education and certification examination requirements for each.

Sets initial licensure fee at $155 and biennial renewal fee at $115; establishes temporary licenses valid for up to 3 years at $50 for individuals completing education or training requirements.

Appropriates $284,000 for fiscal year 2013, with base funding of $488,000 in FY2014 and $376,000 in FY2015 to implement the licensing program.
