Establishes a four-year pilot project to explore alignment between prekindergarten programs (age 3) and elementary school standards and curriculum through grade 3

Education commissioner may select up to four partnerships consisting of a public elementary school (K-3), at least one local agency serving at-risk young children and families, and at least one early childhood education provider

Selected participants must provide professional development to elementary administrators in early childhood education, expand provider capacity for quality early childhood education, and create a continuum of learning opportunities with shared professional development

Education commissioner must evaluate pilot project effectiveness in consultation with early childhood education experts and submit findings report to legislature by February 1, 2016
