Establishes a safe routes to school program administered by the commissioner of transportation to provide grants and financial assistance for nonmotorized transportation infrastructure to and from public schools.

Creates two accounts for the program: one in the bond proceeds fund for bond-eligible costs and one in the general fund for other permitted expenditures, with funds restricted to publicly owned property.

Sets application requirements including project description, cost estimates, need assessment, school board resolution of support, and project timeline.

Authorizes the sale and issuance of $3,000,000 in state general obligation bonds to fund the program through the bond proceeds account.

Requires the commissioner to establish evaluation criteria, publish a program manual by January 1, 2013, and submit annual reports to legislative committees on program implementation, funded projects, and recommendations for improvement.
