Sets a state goal that at least 75 percent of Minnesota residents age 25 have attained a postsecondary degree or certificate by 2020

Establishes the goal to ensure residents have necessary training for available jobs and provide employers with qualified employees

Requires the director of the Office of Higher Education, in consultation with the governor's Workforce Development Council chair, to develop recommendations to achieve the attainment goal

Mandates recommendations be submitted by January 15, 2012, to chairs and ranking minority members of legislative committees with primary jurisdiction over higher education and workforce development
