Establishes a Prevention of Sexual Violence Working Group under the Commissioner of Health to maintain an inventory of state programs addressing sexual violence, set prevention goals and objectives, and coordinate implementation across agencies.

Requires the working group to include commissioners of health, human services, public safety, corrections, education, and administration, plus other state agency representatives designated by the governor.

Directs the working group to base actions and recommendations on evidence-based research, professional best practices, consultation with relevant organizations and advocates, and the Minnesota Department of Health five-year sexual violence prevention plan.

Requires annual reports to legislative committee chairs and ranking minority members beginning February 1, 2013, summarizing key deliberations and initiatives related to sexual violence prevention.

Amends school violence prevention curriculum to include sexual abuse and assault prevention content and expands in-service training requirements to cover sexual violence alongside domestic violence and personal safety issues.
