Requires persons entering teacher preparation programs before January 1, 2014, to pass the skills exam before being granted an initial teaching license.

Mandates colleges and universities offering teacher preparation programs to provide remedial assistance to candidates who do not achieve qualifying scores on skills examinations, including English language learners.

Requires out-of-state teacher license applicants to pass a skills examination in reading, writing, and mathematics before the Board of Teaching issues a license.
