Establishes a voluntary good manufacturing practices (GMP) certification program for commercial feed and feed ingredients manufacturers in Minnesota, based on compliance with specified standards or FDA preventive controls rules.

Requires certified facilities to meet standards for personnel hygiene and training, establishment design and maintenance, equipment calibration and testing, receiving and storage procedures, manufacturing controls, packaging, labeling, finished product storage, sampling and testing, transportation, and recall procedures.

Authorizes the commissioner to conduct inspections of applicant facilities and assess fees based on mileage and inspection costs; prohibits inspections if previous inspection fees remain unpaid.

Modifies existing feed rule provisions by removing references to federal Food, Drug, and Cosmetic Act regulations and adopting applicable federal regulations from Code of Federal Regulations title 21, parts 1-1299 as state feed rules.

Repeals Minnesota Rules parts 1510.2220 and 1510.2230; provisions establishing the certification program expire upon FDA adoption of rules regarding preventive controls for animal feed.
