Establishes a contingent appropriation mechanism for state road operations that automatically triggers on July 1 of odd-numbered years if no transportation funding legislation has been enacted by that date.

Appropriates sufficient funds from the trunk highway fund to the Commissioner of Transportation to cover costs of state road operation, maintenance, program planning, delivery, and construction contracts, plus essential Department of Transportation employee administrative costs.

Contingent appropriation only applies to contracts where funds were encumbered before the July 1 appropriation date.

Any subsequent appropriation legislation enacted for the affected biennium automatically supersedes and replaces the contingent appropriation.

Directs the Commissioner of Management and Budget to ensure the Transportation Commissioner has access to appropriated funds under this contingent appropriation mechanism.
