Allows 10th, 11th, and 12th grade students to enroll in career or technical education courses at Minnesota state colleges and universities, with 10th graders required to have a passing 8th grade reading assessment score.

Permits students refused enrollment at a state college or university to apply to other eligible institutions offering career and technical education courses registered under chapter 136A.

Removes language prohibiting postsecondary institutions from recruiting secondary pupils on financial grounds, allowing them to provide program information to schools and students.

Changes the credits subdivision to eliminate the option for students to designate courses for either secondary or postsecondary credit only, requiring students to take courses for secondary credit if requested.

Limits appropriations for 10th grade students enrolling in career and technical classes to 55 percent of the calculated reimbursement amount for fiscal year 2013 only, with changes effective for the 2012-2013 school year and later.
