Allow persons 55 years old and older to retake the original defensive driving course or take a refresher course every three years to remain eligible for insurance premium reductions.

Entitle persons 58 years old and older to reinstatement of premium reduction eligibility if they successfully complete a course retake more than three years after their last eligibility date.

Require the Department of Public Safety to establish criteria for issuing course completion certificates.

Make the effective date the day following final enactment, applying to persons who successfully complete course retakes on or after that date.
