Amends Minnesota Statutes section 326B.04, subdivision 1, regarding the Construction Code Fund used to administer electrical inspections and related building code provisions.

Requires electrical inspections to continue regardless of whether the biennial appropriation law for the department has been enacted, with funding sourced from the Construction Code Fund.

Appropriates funds from the general fund to the Commissioner of Management and Budget for central accounting, procurement, payroll, and human resources functions if no biennial appropriation legislation is enacted by July 1 of odd-numbered years.

Permits the Commissioner of Management and Budget to transfer portions of the appropriation to other state agencies as needed to support required functions.

Specifies that any subsequent biennial appropriation supersedes and replaces the contingency funding authorized under this provision.
