Amends Minnesota Statutes section 103G.291 to modify water supply demand reduction requirements for public water suppliers serving more than 1,000 people.

Changes language from "employ" to "encourage water conservation by employing" demand reduction measures and removes the mandatory conservation rate structure requirement for well construction or appropriation increase requests.

Establishes a collaborative process between the commissioner of natural resources and water suppliers to achieve demand reduction measures as part of water supply plan review.

Expands the definition of "demand reduction measures" to include conservation rate structures OR uniform rate structures with conservation programs, with implementation deadline moved from January 1, 2013 to January 1, 2015.

Removes the exemption for public water suppliers lacking proper measuring equipment as of July 1, 2008.
