Appropriates funds to Commissioner of Transportation for operation and maintenance of state highway safety rest areas, including employee costs needed for these functions.

Creates contingent appropriation for Department of Public Safety prorate unit operations if no appropriation legislation is enacted by July 1 of odd-numbered years, funding the unit's administration of international fuel tax agreement and international registration plan from the vehicle services operating account.

Ensures Commissioner of Management and Budget provides access to these appropriated funds when contingent provisions are triggered.

Specifies that any subsequent appropriation legislation enacted for the same biennium shall supersede and replace the contingent funding authorized by this bill.
