Expands textbook disclosure requirements for state colleges and universities, requiring 45-day advance notice to bookstores and 30-day advance notice to students with details including ISBN, retail price, copyright dates, and whether previous editions are acceptable.

Increases Minnesota State Colleges and Universities revenue bond authority from $300,000,000 to $405,000,000 for constructing dormitories, residence halls, student unions, and other revenue-producing facilities.

Modifies permanent university fund allocation to direct funds toward mining and metallurgical engineering programs and scholarships at Mesabi Range Community and Technical College, with maximum annual scholarships of $6,500 per student for up to four academic years.
