Proposes amendment to Minnesota Constitution, Article VII, Section 1 to require in-person voters to present government-issued photographic identification before voting.

Requires non-in-person voters to provide government-issued proof of identity as prescribed by law.

Mandates the state provide photographic identification to eligible individuals at no charge.

Requires all voters be subject to substantially equivalent state eligibility verification before ballots are cast or counted.

Submitted to voters at 2012 general election; if approved, becomes effective June 30, 2013.
