Amends Minnesota's state reciprocity agreement procedures for enrollment transfers with adjoining states by creating an exemption for certain Minnesota school districts.

Exempts enrollment transfers between Minnesota school districts with fewer than 250 students and a district boundary within five miles of (but not directly bordering) South Dakota, provided the Minnesota district has an agreement with one or more South Dakota school districts.

Establishes that reciprocity agreement provisions override standard tuition payment provisions under sections 124D.04 and 124D.05, except as otherwise specified in the amendment.

Effective for the 2012-2013 school year and later.
