Permits private, nonpublic employers to grant hiring and promotion preference to veterans at their discretion.

Allows private employers to grant hiring and promotion preference to spouses of disabled veterans with service-connected permanent and total disabilities and to surviving spouses of deceased veterans.

Defines "disabled veteran" as a person with a compensable service-connected disability as determined by the U.S. Veterans Administration or a branch of the armed forces retirement board.

Specifies that granting such preferences does not violate state or local equal employment opportunity laws, including Chapter 363A.
