Creates the Small Business Regulatory Review Board in the legislative branch with 14 members including four senate members, four house members, two governor-appointed public members, and six public members appointed by legislative leadership.

Board reviews proposed rules and existing statutes/laws to determine impact on small businesses and recommend changes to make them more efficient and cost-effective.

Requires state agencies proposing new or amended rules affecting small businesses to submit them to the board on the same day as State Register publication and include a statement detailing methods considered to reduce impact on small businesses.

Requires each state agency to annually review current statutes, laws, and rules beginning in fiscal year 2012, consider methods to reduce their impact on small businesses, and submit a report to the board by December 31 each year.

Expires on June 30, 2016, with the act becoming effective the day following final enactment.
