Extends the deadline for the Oakdale Housing and Redevelopment Authority to request certification of original tax capacity for tax increment financing districts from July 1, 2013 to December 31, 2017.

Applies to redevelopment TIF districts in Oakdale comprised of 14 specified parcels with designated parcel identification numbers.

Allows the authority to elect to have original tax capacity certified as the tax capacity of the land under Minnesota Statutes section 469.177.

Deems six specified parcels as meeting occupancy requirements if buildings were demolished after authority adoption of certain resolutions and certification is requested by December 31, 2017.

Effective upon city of Oakdale's compliance with Minnesota Statutes section 645.021, subdivision 3.
