Requires acquiring authorities to initiate contested case proceedings before an administrative law judge if a person disputes either the amount of relocation assistance offered or a denial of relocation assistance eligibility under eminent domain law.

Grants the administrative law judge authority to make a final determination on whether a person is eligible for relocation assistance and the amount to be provided.

Requires the acquiring authority to pay all costs of the contested case proceedings, including charges billed by the Office of Administrative Hearings.

Takes effect the day following final enactment and applies to relocation assistance claims and eligibility claims pending on or made after that effective date.
