Establishes a two-year moratorium on state agency rulemaking from July 1, 2012, through June 30, 2014, to create a stable regulatory environment for businesses.

Permits rulemaking during the moratorium only under specific exemptions: good cause situations involving public health/safety threats, court orders, federal law compliance, statutory-mandated changes, and non-substantive rule modifications.

Allows agencies to continue repealing obsolete rules and rulemaking explicitly authorized by the legislature after the bill's enactment date.

Defines "agency" according to Minnesota Statutes section 14.02, subdivision 2.

Takes effect the day following final enactment.
