Amends Minnesota Statutes 2010, section 120A.42 to clarify school board authority to conduct school on certain holidays including Martin Luther King's birthday, Lincoln's and Washington's birthdays, Columbus Day, and Veterans' Day

Requires school boards to contract with the exclusive representative of teachers in the district to conduct school on these holidays

Mandates that at least one hour of the school day must be devoted to a patriotic observance when school is held on any of these specified holidays

Effective the day following final enactment
