Provides civil immunity to volunteers participating in the Beyond the Yellow Ribbon program when providing services to active or reserve service members and their immediate families related to home maintenance, transportation, health, personal finances, or similar matters.

Shields volunteers from liability for damages resulting from their acts or omissions while providing services, except in cases of willful, wanton, or reckless conduct.

Protects service members and family members receiving services from liability for damages incurred by volunteers during service provision, except for willful, wanton, or reckless acts or omissions by the recipient.

Excludes paid employees providing services in the course of their regular employment and for which they receive compensation from the civil immunity protections.

Becomes effective the day following final enactment and applies to damages incurred on or after that date.
