Authorizes the city of Bloomington and its port authority to extend the duration limits of tax increment financing district No. 1-G (containing the former Met Center property, including Lindau Lane) through December 31, 2038.

Allows extension of portions of tax increment financing district No. 1-C north of the existing building line on Lot 1, Block 1, Mall of America 7th Addition (exclusive of Lots 2 and 3) through the same date.

Overrides existing provisions in Minnesota Statutes section 469.176 and Laws 1996, chapter 464, article 1, section 8 that would otherwise limit the duration of these districts.

Takes effect upon the city of Bloomington's compliance with Minnesota Statutes sections 469.1782, subdivision 2, and 645.021, subdivision 3.
